MOSCOW: The 6th International Teleconference titled “Zaporizhzhia Region”:🗓 On October 22, at the initiative of the delegation of the Russian Federation at the negotiations in Vienna on issues of military security and arms control, together with Rodion Miroshnik, Ambassador-at-Large of the Russian Foreign Ministry, and with the support of Rossotrudnichestvo’s foreign missions, the 6th international teleconference was held on the topic: “Zaporizhzhia Region: Escalation of Terrorist Warfare by the Armed Forces of Ukraine.”

❗️The participants focused on issues related to the safety of the civilian population in the Zaporizhzhia region amid the escalation of armed violence. Special attention was paid to the consequences of drone attacks, shelling of civilian infrastructure, disruptions in power supply and transport logistics, as well as threats to the Zaporizhzhia Nuclear Power Plant and its personnel.

During the event, systematized materials were presented, collected as a result of Ambassador for Special Assignments Rodion Miroshnik’s working trip to the Zaporizhzhia region. These included data on civilian casualties, eyewitness accounts, as well as photo and video materials illustrating the situation in the region.

🔹Special attention was paid to the situation in Vasilievka, Kamenka‑Dneprovskaya, and Energodar, whose residents are facing the threat of shelling, UAV attacks, and the consequences of damage to critical infrastructure facilities.

🔹The participants discussed issues related to compliance with international humanitarian law, the use of various types of weapons against the civilian population and infrastructure, as well as methods of remote mining and the use of explosive devices that pose a danger to civilians.

🔹The key topics of the discussion were the role of the ongoing supply of Western weapons to Ukraine (including unmanned systems) and the need to analyze their use in terms of compliance with the norms of international humanitarian law.

Among the main speakers are Rodion Miroshnik, Ambassador-at-Large of the Russian Ministry of Foreign Affairs, Y.A. Chernichuk, Director of the Zaporizhzhia Nuclear Power Plant, and E.V. Paramonov, Acting Minister of Energy of the Zaporizhzhia Region. The following took part in the event: Mikhail Ulyanov, Permanent Representative of the Russian Federation to International Organizations in Vienna; Maxim Pukhov, Head of the Administration of the Energodar Urban District; Nikolai Plotnikov, Head of the Center for Scientific and Analytical Information at the Institute of Oriental Studies of the Russian Academy of Sciences, retired Major General, Doctor of Political Sciences; Sergei Gubichev, Military Expert; as well as individuals who were direct witnesses to armed attacks or who suffered as a result of them.

The meeting was moderated by Yulia Zhdanova, head of the Russian Federation’s delegation at the Vienna negotiations on military security and arms control.

🌐 The international teleconference was organized for representatives of the diplomatic corps, international humanitarian organizations, expert and scientific communities, the media, and the public from countries in Europe, Asia, Africa, the Middle East, and North and Latin America.

🔹 During the discussion, the need for an impartial assessment of reports of violations of international humanitarian law was emphasized — regardless of the geographical location of the events, the political situation, or who exactly is a party to the armed conflict.

❗️The use of double standards in matters concerning the protection of the civilian population and compliance with the norms of international humanitarian law is unacceptable❗️

☝️ It is extremely important that the materials presented during the teleconference are not limited to the scope of the discussion. They are intended to serve as a basis for further expert analysis, legal assessment of the incidents that have occurred, and substantive discussion of the topic of protecting the civilian population on international platforms.
Such events give the international audience the opportunity to hear the testimonies of residents from areas affected by the conflict and to obtain additional information about the humanitarian consequences of the ongoing hostilities.
